Multi-State Fiber and Utility Construction Contractor
Fiber Infrastructure at Scale.
Underground and aerial fiber delivered end to end — directional drilling, conduit, cable placement and restoration, self-performed by experienced crews across multiple states.
The Company
Built on experience. Proven in the field.
BlueOcean Communications is an established utility construction contractor delivering directional drilling, underground infrastructure, fiber installation and field operations across multiple states.
Our experience, project volume and operational management support contractors that need reliable execution at scale — crews that mobilize, production that holds schedule, and documentation that does not become a problem for the prime.
We are not a specialist confined to a single service line or a single market. We are a utility construction contractor with underground, fiber and aerial capability.
Services
What we self-perform.
The full list lives on the Services pages. These are the six that carry the most volume.
Horizontal Directional Drilling
Directional boring for conduit and cable pathways, road and utility crossings, in fiber, power and gas applications.
Fiber and Conduit Installation
Fiber pulling, fiber blowing, cable placement, drops and conduit placement.
Missile Boring
Pneumatic boring for shorter crossings where a full directional bore is not the right tool.
Trenching
Open-cut trenching and excavation for conduit, duct bank and direct-buried utility runs.
Vacuum Excavation
Potholing and utility exposure — non-destructive verification of existing utilities before the bore.
Handholes and Vaults
Handhole and vault placement, including restoration.
Fiber Solutions
Fiber, from route to restoration.
A fiber build is not one trade. It is a path, a placement and the cleanup behind it — and we self-perform all three, underground and aerial.
Route and Pathway
Directional bores, missile bores and open-cut trenching to open the conduit path, including road, driveway and utility crossings.
Utility Verification
Vacuum excavation and potholing to expose existing utilities before the bore — the route confirmed in the ground, not only on the print.
Conduit and Duct Bank
Single conduit, multi-duct and duct bank placement, with tracer wire, warning tape and surface marker discipline.
Cable Placement
Fiber pulling, jetting and blowing into new or existing duct, plus direct-buried placement where the design calls for it.
Aerial Fiber
Strand, lashing and pole-line crossings where the route comes out of the ground — same crews, so the build does not stall waiting on a second sub.
Handholes, Vaults and Drops
Handhole and vault placement, distribution and drops to the premise, with restoration and as-built documentation at closeout.
Why BlueOcean
What a prime is actually buying.
Not footage. Production capacity, schedule predictability and a sub that does not become a documentation problem.

- Multi-state crew mobilization
- Safety-first execution
- Reliable production reporting
- Utility damage prevention
- Clean restoration
- Professional project documentation
Industries
Who we build for.
Prime Contractors
Added crew capacity on active contracts, with the production reporting a prime needs to keep its own schedule.
Telecom and Broadband
ISPs and carriers building and expanding outside plant.
Fiber-to-the-Home
Distribution, drops and handhole placement at deployment volume.
Electric Utilities
Underground duct bank and crossings for power distribution.
General Contractors
Underground scope inside larger civil and commercial builds.
Municipal Infrastructure
Public and municipal underground utility work.
Track Record
Footage, diameter, material, constraint.
Every project reference we publish carries a named client, an exact quantity and the boundary condition it was executed under.
Project references available on request.
Footage, diameter, material and constraint for comparable scopes — shared directly with primes evaluating a bid.
Capabilities
Fleet, crews and coverage.
What a prime checks before sending a bid invitation.
Fleet
Rigs, vacuum excavators, trailers and support equipment.
Crew Capabilities
Crew composition and mobilization planned per scope and schedule.
Geographic Coverage
Florida as the operating base, active across the Southeast.
Project Process
Mobilization, locate, execution, documentation, restoration and closeout.
Contractor Qualifications
Licenses, insurance, prequalifications and vendor registrations available on request.
Field Management
Crew coordination, production tracking, documentation and project administration.
Where we work
Mobilized across state lines.
Safety
Every successful project starts with a safe jobsite.
Safety is managed as process, not as posture — on every crew, on every shift.
Damage prevention, locate discipline and jobsite control are the parts of underground work that decide whether a schedule holds. They are handled as process, not as posture.
Training and compliance are supported at group level through Magellan Utilities Consulting and Magellan Training — in-house, not on retainer from a third party.
- Safety program
- Training and certifications
- Utility damage prevention
- Quality control
Steady work, real volume, multiple states.
Employees, crews, subcontractors and vendors apply through separate paths — not one generic form.
